hey, i have 6650 xt and 5600x, 16gb 3200mhz. At 1080p same settings like yours 'all low', my gpu is at average utilized around 70% up to 80% most of the time, never hits 100%. Cpu is utilized around 70%avg, max 100%. Cpu max thread avg around 80-85. Gpu clock avg around 2300mhz (max is 2714) avg fps is around 280 fps, but 1% lows are kinda weird, 103 fps in few games recorded. Cpu clock is 4550 mhz avg, max is at 4650. I thought my cpu is bottleneck but seeing this i am not sure? Do you have any explanation for this underperforming? Both gpu and cpu temps are good, 60-65c when in game.
I had some issues with the RX6600 that it didn't boost its clock when the load was low, which resulted in lower FPS than expected. For me what helped with this was to set a minimum GPU core clock of 100 MHz less than the maximum clock, which i kept the same. I did this in AMD Adrenalin -> Performance -> Tuning -> GPU tuning

In certain games the 7600 outpaces the 6800 xt, sometimes the 6700 xt is faster sometimes it is not.
RX 7600 is better in rt
7600 is newer and gets better drivers and will soon outperform 6700xt in most games

It might be because you're using upscaling. I had this problem and turning it off worked for me. It could be also related to dynamic resolution.
