No matter what Pakistan plans as you elaborated here it cannot be implemented due to institutionalised corruption. All the money will be siphoned off. If CPEC which is Chinese project is facing such serious problems resulting in very slow rate of progress one can only imagine what will be the fate of such kind of pojects with other countries.
Not withstanding the BJP govt propaganda of a 5 trillion economy, India and Pakistan are the poorest countries in Asia with per capita income less than Bangladesh. In the last 10 years India has gone below Pakistan in GHI with more than 800 million Indians (more than the combined population of north America/Australia/New Zealand/Western Europe) trying to survive on 5 kg rice. Since 1947 both of these countries are in an arms race benefiting the developed arms manufacturing/exporting/selling countries. Today China (as an export powerhouse) is among these countries as a third superpower after US and Russia. The only beneficiaries in India and Pakistan are the ruling party politicians/bureaucrats and arms brokers. Even the recent Rafael deal at inflated cost to benefit Anil Ambani could not save Anil Ambani from going bankrupt.
