There was bugs in the very first day that allows Taeil normal cards to exchange LE of the same deck & former members like Jessica, Sulli, Luhan & Tao cards. I recorded this video on day 1 🤗. But dalcom already fixed the bugs with emergency maintenance in the next day & they removed the exchanged LE cards & former members cards in the inventory after maintenance. So they already fixed the bugs & you can't exchange normal cards with LEs now.

I can't change my cards for topic cards, I only get normal cards 😫
only for the same group
You can only get LE to LE of the same deck. For other groups/ artists, only normal cards are exchangable.
