You just can't go out an get these leads. You have to be at Antiquarian Insight Level 5 to be able to scry the leads and It's at Master Difficulty.

Lots of digging zones are overlapping so collect them all and then scray them. Can't remember but I think 5 is maximum amount of active digging zones.
