These countries took loan for the sake of development. Any country is willing to give them loan as these are highly stable nations. In turn these countries give them some interest. So other countries just invest in these developed countries.
Each country has also advanced loan to other countries...so one should consider net loan only.

you only talked about external debt debt to gdp ration and fiscal deficit matters the larger the economy would be the larger there loans would be as they can pay their debt anytime due to high foreign reserves amd income from export.

Taking loan instead of using all your own money is an economical strategy, that is why most of the nations in this list are doing so good. There is an exception in the list though 😂😂. The crux is that loan is not always bad like most people think. You can Google it for more information.

Similar parameters have not been used for all countries while describing details of the debt. In case of India, external debt is only 20% of the GDP (as per Wikipedia). Hence, position of India is better than most of the countries. Debt enhances the financial capability of undertaking development projects. It is acceptable if repaying capability is strong enough, which can be decided by "% of GDP" and "availability of Forex". India is in a comfortable position in both aspects.
