True! Islam started as a political ideology. Mohamed wanted to rule the Arabs but they resisted him and he fled to Medina where he raised an army and then went back to Mecca to dethrone the ruling class before establishing Islam. The Kabba was a shrine where various Arab gods were worshipped. It was Mohammed who put an end to that and established Allah as God. Before then, Allah was one of the gods worshipped in the Kabba and happened to be the god of the tribe of Quaresh where Mohammed was from.
