Instead of aiming at the devices to try and pick them up, look forward, crouch on top of them, and look for the text on screen.(or just spam the collect button) They're always collectable but sometimes you have to be standing in just the right spot.

So basically without a TAC cam you are just pointing your gun at the floor to find those. That's kinda stupid.

Yep, they are not easily spotted without one..
