I just noticed that the Panic Puppet Boss uses weapons from the Final Weapon: Phase 1 - Crushing Machine Phase 2 - Flame Machine Phase 3 - Ball Machine
Honestly it wouldn't really fit well with how much more lively the graphics are in the saturn version (like moles sticking out in walls from green grove and in rusty ruins). And it's vice versa with saturn music playing on the genesis version.
My opinion Music: Saturn > Genesis Sound Effects: Saturn < Genesis The sound effects of the genesis version just sound more like a traditional sonic game while this sounds like it's leaning more towards how CD was designed
You seem to be forgetting the 3D halfpipe special stages and there's also more effects than just in rusty ruins, like in diamond dust zone it has a snowing effect and in volcano valley zone there's a nice reddish fog effect.
FMV cutscenes, more complex visuals in more zones than just Rusty Ruins, brand new soundtrack, better special stages, and smoother framerate are all ones.

I honestly think that the Genesis version is better than the Sega Saturn. The music is better, the sound effects are better, the level coloring is bad in the Saturn, the level intro is trash in Saturn ver, and the graphics are terrible unlike the genesis version (level is blurry when moving too so that is a huge minus). Sonic looks terrible on the Saturn compared to genesis.
I own both and can tell you, from my perspective, thst the Saturn version beats it in every way (minus load times). Now i can see if a person likes chiptune music better I could understand but as good as the Genesis version is the Saturn is much better (especially graphically).

Possibly the only thing the Saturn version has over the Genesis version is that it rains in Rusty Ruin.

I grew up on the PC CD-ROM version and I never got past the Panic Puppet Boss.
Sonic 3d blast is good unpopular opinion.
The 3rd, 5th and 6th boss were always the hardest for me.
For some reason sonic never lose his smile in the cutscenes, which looks weird
