Its def a buff, but at least when it comes to Ark Passive 74m DPS on a burst window parse that only lasted 40s is pretty meh. Classes are doing 100m+ as sustained DPS over 2 minutes. Classes can easily do 120m+ in a 40s burst window if they're burst classes like Rage hammer. That's like letting Shock do an opener + 1 more and then stopping the timer.
