Sure looks like it to me, though it is hard to see exactly where the ob line is from that camera angle. I'd assume it follows the short grass edge around to the right. If so, that shot landed in bounds.

The simplest way I can explain it is this: If you throw a shot from a lie NOT on the island, and that shot goes out of bounds, your next shot is from the drop zone with a 1 stroke penalty. If you throw a shot from a lie ON the island, and that shot goes OB, then normal OB rules apply. So, one of your shots, whether it's your first or tenth, has to come to rest ON the island. Otherwise, any OB shot would be followed by a trip to the drop zone. So the only way Paul would ever putt from where he was is if his previous shot landed on the island, and in the process of putting he went by the basket and OB. THEN, and only then, would he play it from that lie he did. Not sure how else to explain it.

To me they look a little awkward having to pose for ~5-10 seconds, but maybe I'm just too used to pictures. Edit: plus, it seems a little much to have video of them trying to stay still, as if they're posing for a picture instead. Maybe if they did something else besides staying still it could call for a video.
Every commentator I hear keeps saying "a perfect shot" when it isn't a perfect shot. A "perfect" shot is in the basket. And they're saying it when it is nowhere near perfect.

It's hard to see exactly, but at 18:35 you can see the grass move where it lands on its way out of bounds. That spot appears to be in bounds.
