Yes, you can. There will be no negative impact on your spouse's PR later on the inland sponsorship.

Your husband should apply for his PR using Canadian experience for additional CRS points, and add you as a secondary applicant so both of you can get your PR together.

Rewrite your ielts and target 8777-LWRS. Try and do TEF. That should take your CRS score to at least to 470.
I agree, you need to work harder on your language score, and probably complete a short diploma for more points as well.
I think Its impossible. Better try for any PNP's. its little hard, but sure get PR...Dont try for EE...its waste of time
