No, if you stand there looking around without moving you are going to get head shot. Why would he cheat? If you watch how many times he gets killed every day by people holding a corner, this very game he ran up on a stream sniper who knocked and flushed him. Why would he let that happen so often?
He's definitely cheating. You should collect all the suspicious behavior and make a video of all of them that would finally expose him. Ignore the fact that there wasn't even someone on that hill, he probably teleported away.
