Sometimes some Students withdraw themselves due to some reasons from SS between class 6 to 8. Due to this, some vacancies are created. In this vacancies, candidates are admitted in class 9

It is not so. SS is performing well for his goal. They might b compared within themselves, but overall, getting admitted in SS is a dream of lakhs of students and parents. One can see some drawbacks in SS, but they have their own importance and it will remain.
My son has applied for Sainik School, Satara in Other State Quota-Unsreserved Category with Bihar domicile and has performed reasonable well in the exam. We need few clarficitaion regarding the seat of Other State in Un reserved category and the prefrences. The students who have applied for the school (Default first Choice in E-Counselling) at the time of application in Other State Quota,( As in my case is Sainik School Satara) will be competing with for allotment of seats with those students who have given as first choice SS Satara in the other State Quota-Unreserved Category or with all the other state quota students who applied SS Satara as second or onwards preferences in the E-Counselling also. This aspect is very important to decide the chances of getting the call for teh first choice and further deciding other prefrences in the Sainik Schools for other state quota students.
There is no first came first served allotment in SS, means the priority place of any one sainik school in any one category will not affect the allotment. Now being specific for your case.... You will be competing with all the candidates who belong to other state general category for Satara, no matter what priority they have given to Satara in their list. That is what I know.
Finally one thing to remember.... Sainik school society wants to avoid any situation where a candidate with higher marks doesn't get admission, and a candidate with lower marks gets admission amongst all SS.
