The taxation of location rental values is the most efficient solution to the problems of land hoarding, speculation in land and the redistribution of income and wealth from producers to non-producing "rentier" interests. As is discussed by Toby Lloyd, this solution was advanced most effectively by Henry George in the late 19th century.
As a member of the current "Georgist" community, I argue there is considerable evidence that rents publicly collected would be sufficient to meet all financial needs of society. However, it must be understood that rents are not limited to locations in our towns and cities or even to agricultural or mineral-laden lands. Any asset with an inelastic supply yields rents that should be collected. A few examples include frequencies on the broadcast spectrum, take-off and landing slots at airports, the competition-limiting rents associated with taxi medallions or liquor licenses or licenses for the extraction of fish from the oceans or minerals from the ocean floors.
