Maybe it's explained better in the book. But how is Cruella not an immediate suspect in the investigation of stolen puppies? She wasn't exactly civil when trying to immediately purchase 15 puppies on the day they were born either.
It's worse in the book, because no one suspects that Cruella could have been involved in the kidnapping of the puppies. Only Pongo was the only one who guessed who ordered the kidnapping of the puppies. About movie - the puppies were kidnapped 3 weeks after birth. However, back then there was a different mentality towards animals (not to mention the limited media and technologies compared to today) and the police would've discontinued the investigation and media lost interest. Especially since in the movie itself Cruella is quite rational and kept the kidnapped puppies elsewhere and bought the remaining puppies legally. And she keeps telling the Baduns to be careful and even threatens to call the cops herself and blame them entirely. And Cruella, as a rich person, probably gets away from justice better than the two thugs.

It’s really subtle how it goes from a sort of greyish green to a slightly more turquoise shade, you really have to pay attention to see it change from one frame to the next
