the dwellers spawn inside your front because it spawns in your chunk when the chunk is reloaded. Its not for the only dwellers every mob spawns like this. So make sure you try to stay in same chunks you stay.

How it works by y’all? When I use like more than two dwellers they don’t work and don’t appear often and the most never come
For me it just works instantly. Some dwellers have to be configed tho to make them spawn above ground :)
