I'm wondering if the shear piston is worn out because it sounds like it is straining to push the blade through the scrap. If the operator backs up and gives 2 or 3 goes the shear finally cuts through but often you will see the shear fail to reach the bottom of travel. At the 24:58 mark the right hand side of the blade doesn't even complete its travel so fails to finish the shearing pass
