It's not legal to knee a downed opponent in the UFC, and perhaps that's a rule all across the USA (I'm not sure) but as the fight in the video is for one championship in Asia, they have different rules. Pride used to allow stomping on the head of a downed opponent and 'soccer kicks' to the head of downed opponents too.
