That was a great time to catch trains at Bayview Jct. Almost every engine imaginable in Canada could run through there. Plus a ton of traffic. Unfortunately not so much now.
Yes, 15 MPH maximum passing a signal displaying slow to clear (red over green) such as the signal that is shown here or a green single head dwarf signal and through turnouts. VIA run numbers 74 and 77 no longer operate.
Bayview was 15 mph going thru the switches and crossovers going up the Dundas from the Oakville or to crossover from the south to the north to get on the CP at Hamilton Jct. way back when, completely different today where trains coming on or off the Dundas to the Oakville do 40 mph.

I think the guy calling out a sheventie shevin might be the intoxicated one... Call the Bleash offisher!
That SOB was going so slow, that you have to eye the train up against a pole, to see if he's moving. WTF
Pigtail operation!
They were stopping ahead to drop off an intoxicated passenger.
Going thru a crossover and a sharp curve at a junction.

Am I watching this in slow motion or did you actually record a train going 3 miles an hour
I always watch RUclips at 1.75 x speed for this reason. He was actually going at a pretty good clip for me.
Great footage at slower speed of the VIA blue fleet.
