I set up everything on a small breadboard and the toggle circuit seems to function normally... but it seems pretty consistent that after several minutes, the LED will eventually turn off without the momentary button being pressed. So it seems this isn't truly a latch circuit but a temporary on circuit. Edit: I found this circuit on page 48 of the Engineer's Notebook II A Handbook Of Integrated Circuit Applications by Forrest Mims (1982). It is not a latch but a countdown timer and therefore shouldn't be relied upon to stay in the 'On' state indefinitely.
i used this exact circuit for a 12 volt latching circuit, i wired it up correctly, i made sure none of the pins were bridged, it turns on, but won't turn off, i don't know what im doing wrong but the circuit is correct, it worked on a breadboard but when i put it on a custom pcb it won't turn off.

hey there, does it work on 3V power supply?
Essentially the circuit has a voltage divider which are the resistors on each side. The capacitor for oscillations and inductors for pull-up.
