Kazuma can steal money from literally anyone and has proven his combat ability is actually pretty huge. Megumim can destroy a city,Aqua can probably drown an entire city and Darkness can hold up the weight of an entire city. The four of them together is the best possible composition for a team of terrorist. Why would any county willingly fight them for some noble?
Because there are people out there that can do the same as them, and these people can be paid to Hunt and kill them, in fact, they are this kind of people.
