It's just a Natural event just like we know mosquitoes will be here biting all of us until Fall. Nature has cycles, at least cicada's don't bite, nor do they drink your blood and leave itchy welts on your skin or carry viruses or Malaria. Cicada's just vibrate their Love Songs very loud.

911 is over the top, but to be fair, this year, 2024, we’ve experienced the largest brood in the world’s emergence, XIX. The 13year and 17year brood emerged at the same time this year, they overlapped, so there are a LOT more than normal. This pair hasn’t emerged at the same time in 220+ years, billions came out.

They obviously don’t know it’s an insect. Given their dormancy period, it’s likely that these people have never heard the sound before. If the cicadas aren’t directly around them, they have know way of knowing it’s an insect and not their neighbors being incredibly obnoxious.
Before the “found the Karen who called the cops” comments, I know the sound of cicadas very well and wouldn’t call the cops for much of anything, but I’m also a logical thinking person with a basic amount of empathy for my fellow human.
