The speed the video is going at in the beginning is like when you are on MABEL JUICE, you can't under anything, MABEL you need to tone down the Mabel Juice, you be trippin'.
1) on paint tool sai look in the top right corner there should be two arrows pointing on opposite direction that will flip it from left to right, if you want to rotate the whole thing then experiment with the buttons to the left of the left to right one 2) they probably have done it on another layer or it would smudge if it touched the lines
