I am glad that you liked it. About SMALL: Because there are duplicates and because we have multiple row and column numbers that need to be inputted into the INDEX function we use the SMALL function. If we put ROWS or COLUMNS into the k argument of the SMALL, the ROWS or COLUMNS will increment numbers, 1, 2, 3, etc. and will successively pull the correct row or column number from the array and deliver it to the INDEX.
I think you are very fast for standard excel user. I tried to follow your steps but still I could not follow all. I hope you could explain in slower pace for standard excel user.

Got it at the end of the formula - Ctrl-Shift-Enter to get the brackets and returns the answer instead of #VALUE! - works!
