Console games look different on youtube than on the TV. PS3 has some pretty bad anti alising which I think is better on PS4 ( I dont have a PS4 so I dont know but I imagine they improved it). Also from what I hear they improved framerate and loading times. Definitely more of an evolution than a re-volution, but those things can make a huge difference.
I don't know. Graphics does not guarantee the level of fun. I am still excited playing ps1 and 2. Lots of games in lots of genres. And levelling up does not require aeons of time or too stressed burden. I have turned 38 and I don't really have much time playing around with ps4.

For those who complain about the smaller jump from ps3 to ps4... The problem is the racing game genre itself. Car models can't be improved that much anymore. To see the real jump, just compare some other game types. But even there, the jumps will become smaller and smaller in future.. New game mechanics would be a real deal now, not only technical aspects, that's what will make a game stand out.
PS2 was way ahead of it's time. Silent hill series had such great graphics, Silent Hill 2 and 3 were just wat ahead of their times. Shadow of the Colossus, ICO and more...

Games can be great while having nice graphics too. And also, graphics make the games look nicer and add more stuff to it.

That feeling when driving game look better than real life
ps2 really started to get some details looking real nice like the vehicles but the problem is all of the motion blur you cant even see anything else. PS3 really seems to have changed that though
