The reason why Fugo didn't go with Bruno is because he didn't want to go against the Boss. Araki found him to be too strong and wrote him out. Fugo has his own novel called Purple Haze Feedback. He was supposed to face Giorno, pre-Requiem.
Actually The real reason was that Fugo was supposed to be a traitor working for Diavolo on the end, but Araki didn't had the heart to make a traitor at the time (he was going through some real rough shit) so he choose just to write Fugo out
