That's because High King Genghis's effect in the anime only negates in the Main Phase, it isn't a Quick Effect like Cursed King Siegfried. The real question is how Kaiba got a White Stone that summons a Blue-Eyes monster from the deck if that card didn't appeared in the anime.
DDD High King Genghis anime effect is different from its irl effect as its anime effect can only target face-up spell/traps cards to negate. This is why Kaiba is able to activate negate attack
I do have an issue with Genghis/Temujin not being consistent in the subtitles from the episode clips you take, especially since some people don't know that Genghis Khan's original name was actually Temujin.

@@rokocvjetanovic Aigami cornered him badly with his combo. Kaiba won only because of his Obelisk (a literal Deus Ex Machina) coming out of nowhere. But you could argue that Aigami had the advantage with the Dimension summons (given his monsters have 0 atk) unlike Kaiba.

Also, I mainly don't even count characters like Aigami when I compare how skilled Duelists are, because characters like him mainly always had an op deck and 1-2 on screen Duels. I am talking about characters like Dartz and Darkness for example. Many of those characters might not even be that skilled (we don't know much about them), they are carried by op decks and plot.

They each have enough power to the point that either of them can win. Declan has his...deck. But Kaiba has the power of Blue Eyes and some other cards that are absolutely cracked for no reason (when compared to most other cards from his era)
