Yes, this looks like those toys that some would stick in the ground outside their houses that would spin when it was windy; it's the same principle as wind chimes; the wind blows, and something magnificent is produced. I would actually like to see a bunch of those spinning gloriously, it is much more satisfying than the metal monstrosity of modern windmills...
