It may change, It is totally depends on designer. I have connected CS pin of memory to Y1 output of Decoder therefore I have kept A14=0, A13 and A12=1. If I want to connect CS pin of memory chip to Y2 then I have to keep A14=0, A13=1 and A12=0, If I want to connect CS at Y3 then A14=0, A13=1 and A12=1 like this you can set.
