I actually 100% agree with this. I typically never ever give anything because as you say, I don't want to encourage that behaviour and in fact, we found lots of impoverished children begging in Lumbini (in the centre) who were being encouraged to do so by older kids and adults. Horrible to see, but it transpires those groups of people were from across the border (India).
