It's not far from being on Dry Land. What's happening is lake Powell got a bunch of water from Flaming Gorge and that has briefly slowed the receding of Mead but it's only temporary. There using it for Power on Glen Canyon Dam.
You ever make it out to California there's a creepy damn out there called the big Tujunga Dam it's out in the middle of the mountains just a creepy setting check it out
In doing some research, the third tunnel was done in 2015. It's north of the other two, and the lake is draining from the north. Wonder why they put it where the water is shallower.
