This lecture is great! It builds up Locke's concept of substance from fundimental principals and simple ideas in an intuitive logical progression to realize the complex idea of substance.
@@sudhanshusaini504 simple ideas are combined by mind to create complex idea of substance(substratum in which qualities inhers), which(that substratum)we cannot verify empirically. So yes, complex ideas are created by mind from simple ideas.

@@sudhanshusaini504 You already answered the question, as mind is inferring it, it(complex idea) must be in MIND(also mind create complex idea combining simple ideas so, it must be in mind i.e. complex idea). Let me elaborate, Locke cannot experience the object existing in outside world as he is an empiricist. But, he still accepts the existence of that object due to compulsion of thought(for example. Apple , he cannot experience but still accepts the existence of it)(this is where is he becomes inconsistent as an empiricist). And the complex idea exist in mind is the combination of qualities, copy of the object/substratum existing(as per locke as he assumes the outer space/world) in outside world (Representative theory).
