I remember watching this when I was 4 or 5. For some reason, my dad got fixated on the way the train says "smoothly" at 13:15. He didn't understand what it was saying, just that it sounded like it was saying "smooey". So he'd occasionally say "smooey" to me in a funny voice and that was peak comedy to a 5-year-old like me.

This is "The Little Engine That Could", but they're both stories about trains where the main character is blue.
However, you DID grow up with the really useful engine you adore.

Probably one of my earliest core memories, it's crazy how certain images and characters in this took on a sorta synesthesia when I watched this as a very young child, I distinctly remember how the 'clown' and 'bird' and 'coyote in the cave' made me feel and its pretty alien to how my brain processes information today, this was basically my introduction to existence and the universe and visual stimulus, neat.

I even know the lyrics to the song.
When your feet are dragging on the ground
Stand up and face whatever you’re afraid of
    When pandemonium’s all around
    That’s when you find out
What it is you’re made of
If you just believe it’s true
    Then there is nothing
    You can’t do
    There’s not a mountain that
    You can’t climb
    There’s not a river
    You can make it over
    There’s no tomorrow that
You can’t find if you try
I know you’re gonna make it
    Nothing can stop you now

The fact that Kath Soucie who voiced as Tillie the Little Engine, was LITERALLY known for voicing as Lola Bunny in Space Jam (1996) movie, and Sonic the Hedgehog (SatAM) as Sally Acorn.
Even so, she also voiced in shows like The Powerpuff Girls (1998-05), The Loud House series, The Real Ghostbusters, Rambo: The Force of Freedom, and games like two Thrillville games, Star Wars: Empire at War, and EVEN Fallout/Fallout 76.
Frank Welker who voice as Farnsworth/Jebediah/Rollo/Perky/Eagle, was also known for movies like Gremlins, Raiders of the Lost Ark (uncredited), The Transformers series as Megatron, Deep Blue Sea (1999) (as the parrot), Independence Day (1996), Space Jam (1996) (like Kath did), Stargate (1994), Super Mario Bros (1993), Aladdin (1992), and The Powerpuff Girls Movie. He also voiced in shows like Pac-Man (1982-83), Family Guy, SpongeBob Squarepants, The Powerpuff Girls, etc.. And even in the video game, Fallout.
Also, Peter Cullen who voiced as Pete, was known for Optimus Prime in the Transformers franchise as well.
And Scott Menville who voice as Chip/Strech was known for Koppa General in Super Mario Bros Movie (2023), Teen Titans Go!, and numerous of Warner Bros. related projects.

It is an absolute tragedy that this classic childhood film has never been re-released on DVD or Blu-Ray (I don't think it has even gotten a streaming re-release).
Especially given its pedigree in the artists, animators, and voice actors who made it:
You have voice acting titans of the animation scene from Frank Welker (voice of Fred from Scooby-Doo and Megatron from the Transformers franchise), to Kath Souice (Princess Sally Acorn from DiC's Sonic the Hedgehog [SatAM] and a lot of the cast of the original Rugrats), Peter Cullen (the one and only voice of Optimus Prime and Disney's Eeyore), Scott Menville (voice of Teen Titan's Robin/Dick Grayson), and BJ Ward (Velma from Scooby-Doo, Scarlett in G.I. Joe, and Whopper from the Pound Puppies) all contributing.
The main vocal song of the film was composed by Mark Mueller, notable for composing the theme songs to Disney's Duck Tales (1987) and Chip n' Dale Rescue Rangers (1990).
It's Co-Producer, Mike Young has done a lot of other notable American, British, and French animated properties, including S4C's The Princess and the Goblin (1994), Hanna-Barbera's Once Upon a Forest (1993), Nest Entertainment's The Swan Princess (1994), and MoonScope's Code Lyoko animated series.

Viewers are stating that this movie should be longer and that there is much more to unpack. Watching this movie many times, I agree as one example would be Jill’s disbelief that the birthday train doesn’t exist, possibly due to her own belief when she was young, she believed but somehow, it never arrived thus no longer believing. Another plot is the harsh treatment towards Tillie, everyone telling her that she’s too little to pull a train over the mountain. While engines do age, I doubt they “grow” where eventually Tillie will be Jebediah’s size. While the “little engines can do big things” message blares constantly, in 2011, the “remake” was made and the “nightmare plot” is our missing piece to make this movie something to remember, the key why Jill stopped believing and why the other engines belittled Tillie’s size.
The 1991 focused on the journey, that challenges, dangers and hurdles that tests one’s determination while the 2011 had an actual enemy that “prevents” engines from passing over the mountain, had those two plots incorporated in this movie, that everything would make better sense. The other engines: Farnsworth, Pete, Jebediah and Georgia, even Tower, they all know the dangers that lurk up in the mountain, and the reason why they might be harsh on Tillie is because they don’t want her to experience the dangers and horrors that wait, thus the “B” plot, why the engines don’t want to take the birthday train, excuses they might be, going once is enough to face the horror that lays waiting for them if they dare track over the mountain again.

I never knew the engines name was Tillie, she is the very definition of persistent. At least Georgia and Chip were supportive of Tillie, being more than just a switching train. I also liked the voice of the clown, at least he was optimistic, unlike the pessimistic bird he kept arguing with.

All these internet reviewers and social media users are always talking about BAD cartoon shorts such as rapsitte street kids and Joshua and the promise land but they SHOULD be talking about GOOD animated short films like this!

This does remind me of Thomas (yes another Thomas fan in the comments) also it’s funny because she is also blue, guessing blue is a common thing lol. I do remember I think there was some cgi version of this I one time saw on a dvd but this movie was honestly very cute and creative. I do have my own ideas but the snow part I literally have a same thing for my own story (only a little different) saw a few other Thomas fans here and yes animating trains was always possible lol
