The problem is that his lack of bold confidence means that he is often undermined by those on the other side who have reckless confidence.

mandatory every year, same as each and everyone is subject to the IRS but they should be under severe audit at all times and not a single dollar or service to be gained "to the side" ( as basically all lower government employee´s are obligated )

NO. You are not taxed on gifts you receive. The giver may be taxed if the gifts go beyond certain exclusions. THAT SAID, do we really think these billionaires simply gave them gifts or do we believe they deducted them as business expenses? The answer to Thomas’ liability in terms of taxes is unknown but I imagine these tracks were covered. We aren’t dealing with Trump here

He does what he believes will incur the least amount of scrutiny and the appearance of bias, because unlike Thomas and Alito he is actually trying to act in a non partisan way. The problem is that his lack of bold confidence means that he is often undermined by those on the other side who have reckless confidence.
