Sir one thing more important to check between RAM and CPU connection path .... in Ram slot that is 'Select Bank' signal for example like Bank 0 ,Bank 1, Bank 3 etc. that is memory chip bank of RAM.

Please bro when 32khz crystal is activated by PCH, which other frequency is formed to select bios, because at first of plugging of adapter bios is selected by PCH it means clock is created by PCH to select bios but 25mhz crystal is not activated at this time
No brother you are knowledge is not correct when your motherboard is turn on after that 32 khz is activated then when the motherboard started at that condition your chip select is happened and after chip select your bios start communicating with the Pch and our BIOS clock is generated by the pch

Good question.. you will see low ampere consumption and no display issue..but all the Voltages will be present on the motherboard
