It's a skill that's refined over time, you can jump right into the deep end and try using blender or go with something more basic like Cutout. A stage up of that would be SFM but it takes time to perfect, not something you master in a month, some of the best animators have years of experience prior before providing a visual quality that is the standard for a big title.

The style this video had is like I'm listening to something I wasnt supposed to, the tone of it all was very gloomy and had a spooky tone to it all the way through overall I enjoyed the video I think it deserves alot more attention because of how well it was made
I like that the time at the bottom of the screen really works passes like minutes in the real life , it is so well done ! Also some ppl will say that it moves every minute and four seconds , well really the seconds in a minute can't be counted so when a record like that starts the minute won't be really with the time cuz it started at , well this is another example for what I am trying to say... The record started at 2:07 , but how the time passes we just know it is almost getting to 2:08 so the time is even more like real and I really like that , I dunno if I explained it well...
