The thinning shears I'm using there are Kenchii 46 tooth. I've used many and these are my current favorite. I use a few different straight shears but I prefer 7.5/8 inch -- a good basic straight shear is Geib ButterCut "Cheetah."
So... it depends. The shape of the skull has a huge impact on how the hair of the eyebrows lays -- the more pronounced the ridges over the eyes and the occiput are, the harder they are to get right. That said, the easiest way to shape the eyebrows for home is to trim them as they naturally lay, BEFORE combing or brushing them at all. Then you can lightly comb or brush in the direction they "want" to go and even them up. But no eyebrow grows straight forward so if you comb them that way and then scissor, when they fall back to their natural lay, they'll be choppy and weird. Hope that helps.

I don't know his specific pedigree but it wouldn't surprise me if he has ancestors/relatives there.
