Driving is a privilege not a right mandated by safety regulations and health issues. We should all be privileged to drive unless our health age and reflexes are off the wall. Drunk driving, impaired driving, getting behind a wheel in that state is a public safety. We all know we want to be safe and not hurt people when we drive. Frankly, I would gladly live in an area with buses and subways as I grew up in NYC and moved away and I hate cars and driving to me they are just a means to shop and travel and a death trap if something goes wrong. I have known people who should not have driven and died doing so. We try to get the keys away.
