Update on 2/14/2023: Metro and Multnomah County abruptly reversed course by waiving all penalties and interest for a pair of new taxes meant to fund homeless services and preschool. The decision comes after fierce public outcry. So glad I moved out of Portland... unfortunately got stuck with these BS taxes that I never voted for though (and was never notified). What a mis-managed city. That CFO's explanation was terrible, he'd be immediately fired if he worked for a real company. You can implement the tax but not tell anyone beforehand OR alert Turbo Tax? Feels like a scam to me.
Absolutely hilarious 😂… The “viewers who voted for it are surprised the city is robbing them” maybe don’t make your city have the highest income tax rate in America..
So happy I moved away from MultCo and Portland in 2019. I hate to tell them, but if they are so incompetent that they cannot send out a tax bill in a timely manner then that explains a lot about how they are completely useless at solving the homelessness problem. Charging interest for a bill not sent sounds like a good case for a lawsuit. It's sad the city government is so ineffective that people and businesses are fleeing a previously thriving city.
They can't solve the homelessness problem because California doesn't pay taxes to Portland, nor does Nevada or Idaho. But they keep bussing them in or driving them out of where they came from. This is a national and regional issue - you can't expect a city to solve it.
You NEVER get an invoice for taxes. What do people expect. Stop voting for tax increases. Left Portland a few years back cause all the idiots constantly voting for new taxes even though there is never evidence they are used wisely.
I'm sorry, am I missing something? They have the mailing addresses to send a letter to the people who now owe more in penalties and interest, but didn't have the addresses to send an invoice, or a notice of the change, in the first place?
financial situations change from year to year and considering this tax is based on income it sounds like they don't want to preemptively send out mail saying that people owe something before they know whether or not the people owe it.
....after voting for everything that they are now fleeing from. I just hope they don't destroy the next state they move to by voting for the same stuff again.
Thank you for investigating the issue. After living in Portland for over 50 year I found that the city is being run so poorly that I had to flee my city. I feel like a refugee. These taxes are an example of why I had to flee. Local government is a prime example of command failure.
I didn’t vote for this Phil. This city has too many people in it whose social identities depend on social media narratives about the world. They think I owe them something when all I’m trying to do is keep a roof over my head and support my dad financially. The idea that someone who makes 125k in a city with the highest cost of living in the country is “wealthy” is part of the morose perspective that social media addiction has led to here. Portland has failed because it’s put ideology in front of facts.
@RyanRuark i am sure many who have moved to Portland weren't aware of it and as 42% of Portlanders voted no, a lot of individuals didn't support the bill. I agree with you in whole as the policies Ive watched Portlanders make have been destroying Portland for over 30 years. In the end, Portlanders keep putting social liberals, progressives, neo liberals (whatever the next trendy name is) into office and perpetuate these feel good policies to help others. At what point do citizens say enough? It is my money and it is my childrens future. This is not greed because most of us, when in excess, kindly give and donate to the community. You have a government that tells you what is excess and redistributes to where they think finances are needed. Government is critical and needs support, but we are kidding ourselves if we think the government can efficiently manage human services.
@TheLeh1964 we've been doing it since the 1990s. It is a pretty controlled system. We have to register, when we get our ballot in the mail it has our name and address. We need to sign it and mail it back or drop it in a box.
Can't think of any other financial transaction where if you're late to pay they would wait 10 months to let you know and for interest to accrue. A week, a month maybe? Pretty easy to send out a letter. This was messy the first year that's okay but charging interest and penalty with no notification is pretty sketchy. For those that paid after receiving notification penalty/interest should be waived.
SMH!! That is insane!!! I am almost speechless at how dismissive the county CFO was to the mishandling of the situation. So they earn interest on a bill they never mailed but could mail those effected years later but with a windfall of fees and interest?!
In 2020, 61% of all Americans paid no Federal income tax, 57% in 2021. How many people rent and think they will not be affected by property tax increase as they own no property?
Once again, penalize those who are successful and then make sure that you penalize them a second time. How will this money be used? Is it just going into that big black hole known as the "general fund"?
BOHICA Update: new bond measure (sure to pass) Gresham. 1.5 percent per thousand dollars of home value for homeless and emergency services for five years. Thank god I sold.
Yep, voted for it. Totally regret it. Not because I fundamentally disagree with the purpose, I don’t. The problem is the city and county incompetence has become abundantly clear in recent years to the point I will vote ‘no’ on all future tax measures ( ex school bonds) until they prove they are able to manage literally anything.
I left Oregon and moved to San Miguel de Allende Mexico. One of the reasons our property tax in Oregon was over $17,000 a year. For a house of equal value here in SMA we paid $746. Food, Medical and a night out are the same as the property tax. No brainer. Oh yea people ask isn't it dangerous here my reply you mean like Portland or Chicago or Washington DC? No where near. I have never heard of a school shooting here in Mexico. I WOKE up. LOL
Lol - they VOTED for these taxes: what did they expect? They actually asked the city to shake them down and are angry that they're being shook down some more. Serves them all right lol.
dearest portland, you were warned years ago, but since you voted for it/ them, well just take it. i myself have left the toilet called portland. mayor Katz would've been so proud of how you ran the city into the dirt. might as well go ahead and cap the 405 now
Implement sales tax on all consumer goods, restaurants, car sales, etc. And increase the state employee tax. That should take care of lowering the real estate taxes...
Your taxes are part of the reason our housing prices have skyrocketed. Even a small migration of expats from a state of 44 million people is massive when it hits a state of 4 million who already struggle to build enough housing.
Government class workers and their freebie recipients: Screw those rich taxpayers, because anyone who falls into this class of taxes, can always afford to pay more (their fair share).
Well looks like you're losing all your smart people who work hard and make money. Maybe you can access some kind of tax like this to the homeless and then hit been with penalties I'm sure that will fix the homeless problem just like asking to fix your job problem because all the businesses and income earners are going to leave. And maybe the homeless will do the same when they realized the penalties are going to pile up and they're going to lose everything. Oh wait. Nevermind I love the Detroit 2.0 makeover.
on the contrary, I very much enjoyed hearing these rich people complain that they have to pay more than they would have if they had just paid it the first time. 😂 I'll be giggling about their tears as I drift off to sleep tonight.
For all of you rich people making $200k/yr and complaining bout few grand to help those of us in need - shame on you! You make more money in a day than most of us in a month. Get used of paying your fair share.
You realize people making that firstly are taxed 10% by state and 30% by federal so reduce that….then medical costs, mortgage, insurance, etc….its VERY easy to live tightly on that. The money goes to homeless housing (socialism). Most simply are looking for a free ride and checked out of society. Some have legit hardship temporarily and help already exists. This is a way to make a non-stop free give funding bill. They are now trying to extend it for 25 years.

Voting to stick it to yourself. Insanity at the highest level.
Absolutely hilarious 😂… The “viewers who voted for it are surprised the city is robbing them” maybe don’t make your city have the highest income tax rate in America..
The people who voted for this aren’t the ones paying it.
Bring in a sales tax!
Absolutely. What sort of a putz votes for more government theft of their money? Of course they're going to be shaken down further.
So happy I moved away from MultCo and Portland in 2019. Yup, cuz the city of Portland is definitely using the money wisely...
Sold my house in NoPo last march and oe of the best financial decisions I've made. I feel sorry for friends who are still stuck in Portland Metro
What will Portland look like in 20 years? Look at Detroit.
It will look like 2003 Portland again
You NEVER get an invoice for taxes. What do people expect. Stop voting for tax increases. Left Portland a few years back cause all the idiots constantly voting for new taxes even though there is never evidence they are used wisely.

Exactly. It was clearly done on purpose. It was a shake down - and the putzes they robbed actually voted for it lol.
Here goes another 1 or 2 thousand people who are the givers, not the takers, getting ready to get out of that cesspool of a city.
....after voting for everything that they are now fleeing from. I just hope they don't destroy the next state they move to by voting for the same stuff again.
Yay more taxes. Those will go well with the 7%pge increase, new tolls on the roads, rent increases, and inflation.
Thank you for investigating the issue. After living in Portland for over 50 year I found that the city is being run so poorly that I had to flee my city. I feel like a refugee. These taxes are an example of why I had to flee. Local government is a prime example of command failure.
That's just capitalism
Stop voting for new taxes. Read and research ballot measures.
Stop voting for Democraps!
Portlanders, please don't move and vote for these types of taxes or just stay in the bed you made.
I didn’t vote for this Phil. This city has too many people in it whose social identities depend on social media narratives about the world. Oregon is red with “mail” voting 🤣🤣🤣

Watch talent FLEE this state. No wonder Intel didn’t expand here.
Intel pays NO taxes. Yet that wasn't good enough for them.
My next raise, after a lifetime of hard work, won't go to me it will go to those who work hard not to work...

Pretty easy to send out a letter. This was messy the first year that's okay but charging interest and penalty with no notification is pretty sketchy. That was the plan all along, hit you with late penalties and interest after being purposely obscure.
SMH!! That is insane!!! I am almost speechless at how dismissive the county CFO was to the mishandling of the situation. So they earn interest on a bill they never mailed but could mail those effected years later but with a windfall of fees and interest?!
Voters that voted for more taxes are idiots, when it comes time for Caesar to collect everyone is like, oh where did this come from?
In 2020, 61% of all Americans paid no Federal income tax, 57% in 2021. How many people rent and think they will not be affected by property tax increase as they own no property?
Stay out of. Multnomah county
Why do people keep voting for new taxes when it’s clear they can’t manage the funds much less implement a proper collection process?
And government wonders why more people are dropping out of the work force.
Once again, penalize those who are successful and then make sure that you penalize them a second time. How will this money be used? Is it just going into that big black hole known as the "general fund"?
Renters not paying rent, yet we have to pay taxes?
BOHICA Update: new bond measure (sure to pass) Gresham. 1.5 percent per thousand dollars of home value for homeless and emergency services for five years. Thank god I sold.
Scott voted for them…a fool
Are they trying to generate more revenue by penalizing people for not knowing how much to pay?
Yep, voted for it. Totally regret it. Not because I fundamentally disagree with the purpose, I don’t. The problem is the city and county incompetence has become abundantly clear in recent years to the point I will vote ‘no’ on all future tax measures ( ex school bonds) until they prove they are able to manage literally anything.
terrible... it goes from bad to worse...
Portland is DOA
Representing the voters and spending their money wisely
As I pay the third highest taxes in the country I look down at the road I'm driving on and wonder where the hell the money is going
I left Oregon and moved to San Miguel de Allende Mexico. One of the reasons our property tax in Oregon was over $17,000 a year. For a house of equal value here in SMA we paid $746. A homeless tax lol
Remember tht anyone who would not have to pay the tax will vote for it.
You should not be able to vote for taxes unless you're paying for them. No skin in the game.
Indeed that is what happened here. Junkies and their NPOs run the city now.
Most corporations pay next to nothing in taxes percentage wise (2-3 percent) while the middle class pay 30 percent.
🤣🤣🤣 🗳️ and I'd do it again too! 🤑
Now talk about the water department! Such BS
Plausible deniability to eat the rich who provide the bulk of taxes to begin with.
Higher tax in national, Oregon
I didn't vote for it and I think it's a stupid tax. Greedy democrats.
Homeless services tax? What homeless services? Free meth? Nothing is going towards fixing the problems, that's for sure.
Our taxes go overseas.....
Lol - they VOTED for these taxes: what did they expect? They actually asked the city to shake them down and are angry that they're being shook down some more. Serves them all right lol.

Sadly Portland is becoming a city for the homeless!
Welcome to California . Taxation is our only concern
Your taxes are part of the reason our housing prices have skyrocketed. Even a small migration of expats from a state of 44 million people is massive when it hits a state of 4 million who already struggle to build enough housing.
I paid very very low real estate taxes in California. California has nothing on Oregon.
If yall are so adverse to being Republicans Id say be old skool libertarian. But unfortunately 3rd parties get no representation.
Betsy got over 100,000 votes for a reason. Tina had to get Bernie, Warren AND Biden to save her campaign.
They are getting what they voted for and now they are mad 😂
Government class workers and their freebie recipients: Screw those rich taxpayers, because anyone who falls into this class of taxes, can always afford to pay more (their fair share).
Hhahahahahahaah....love it, don't move. Stay in OR.
Well looks like you're losing all your smart people who work hard and make money. Wait, these people VOTED FOR the tax increase and now are complaining that they weren't informed? If you voted for it, figure it out and suck it up.
You voted for a new tax and then chose not to pay it. Duh, you are going to face penalties.
So tired of hearing the rich complain about not paying their fair share
I’m not rich you leftist dumbfuck. Get a job if you want to fund your drug habit.
Do the homeless pay their fair share? Yeah, I'll wait...
on the contrary, I very much enjoyed hearing these rich people complain that they have to pay more than they would have if they had just paid it the first time. 😂 I'll be giggling about their tears as I drift off to sleep tonight.
That’s good. Tax the wealthy. Need to implement better tho
🦄

This is a way to make a non-stop free give funding bill. They are now trying to extend it for 25 years.
Class action lawsuit now, and send the junkies packing.
Yep your raids and lighting suck compared to AZ.
Vote blue no matter who
If Republicans can put away the culture war, they’ve got my vote. Until then, the junkies can have Portland.
