    So glad I moved out of Portland... unfortunately got stuck with these BS taxes that I never voted for though (and was never notified). What a mis-managed city. That CFO's explanation was terrible, he'd be immediately fired if he worked for a real company. You can implement the tax but not tell anyone beforehand OR alert Turbo Tax? Feels like a scam to me.

    So happy I moved away from MultCo and Portland in 2019. I hate to tell them, but if they are so incompetent that they cannot send out a tax bill in a timely manner then that explains a lot about how they are completely useless at solving the homelessness problem. Charging interest for a bill not sent sounds like a good case for a lawsuit. It's sad the city government is so ineffective that people and businesses are fleeing a previously thriving city.

      They can't solve the homelessness problem because California doesn't pay taxes to Portland, nor does Nevada or Idaho. But they keep bussing them in or driving them out of where they came from. This is a national and regional issue - you can't expect a city to solve it.

    You NEVER get an invoice for taxes. What do people expect. Stop voting for tax increases. Left Portland a few years back cause all the idiots constantly voting for new taxes even though there is never evidence they are used wisely.

    I'm sorry, am I missing something? They have the mailing addresses to send a letter to the people who now owe more in penalties and interest, but didn't have the addresses to send an invoice, or a notice of the change, in the first place?

      financial situations change from year to year and considering this tax is based on income it sounds like they don't want to preemptively send out mail saying that people owe something before they know whether or not the people owe it.

    Thank you for investigating the issue. After living in Portland for over 50 year I found that the city is being run so poorly that I had to flee my city. I feel like a refugee. These taxes are an example of why I had to flee. Local government is a prime example of command failure.

      I didn’t vote for this Phil. This city has too many people in it whose social identities depend on social media narratives about the world. They think I owe them something when all I’m trying to do is keep a roof over my head and support my dad financially. The idea that someone who makes 125k in a city with the highest cost of living in the country is “wealthy” is part of the morose perspective that social media addiction has led to here. Portland has failed because it’s put ideology in front of facts.

      @RyanRuark i am sure many who have moved to Portland weren't aware of it and as 42% of Portlanders voted no, a lot of individuals didn't support the bill. I agree with you in whole as the policies Ive watched Portlanders make have been destroying Portland for over 30 years. In the end, Portlanders keep putting social liberals, progressives, neo liberals (whatever the next trendy name is) into office and perpetuate these feel good policies to help others. At what point do citizens say enough? It is my money and it is my childrens future. This is not greed because most of us, when in excess, kindly give and donate to the community. You have a government that tells you what is excess and redistributes to where they think finances are needed. Government is critical and needs support, but we are kidding ourselves if we think the government can efficiently manage human services.

      @TheLeh1964 we've been doing it since the 1990s. It is a pretty controlled system. We have to register, when we get our ballot in the mail it has our name and address. We need to sign it and mail it back or drop it in a box.

    Can't think of any other financial transaction where if you're late to pay they would wait 10 months to let you know and for interest to accrue. A week, a month maybe? Pretty easy to send out a letter. This was messy the first year that's okay but charging interest and penalty with no notification is pretty sketchy. For those that paid after receiving notification penalty/interest should be waived.

    SMH!! That is insane!!! I am almost speechless at how dismissive the county CFO was to the mishandling of the situation. So they earn interest on a bill they never mailed but could mail those effected years later but with a windfall of fees and interest?!

      In 2020, 61% of all Americans paid no Federal income tax, 57% in 2021. How many people rent and think they will not be affected by property tax increase as they own no property?

    Yep, voted for it. Totally regret it. Not because I fundamentally disagree with the purpose, I don’t. The problem is the city and county incompetence has become abundantly clear in recent years to the point I will vote ‘no’ on all future tax measures ( ex school bonds) until they prove they are able to manage literally anything.

    I left Oregon and moved to San Miguel de Allende Mexico. One of the reasons our property tax in Oregon was over $17,000 a year. For a house of equal value here in SMA we paid $746. Food, Medical and a night out are the same as the property tax. No brainer. Oh yea people ask isn't it dangerous here my reply you mean like Portland or Chicago or Washington DC? No where near. I have never heard of a school shooting here in Mexico. I WOKE up. LOL

      Most corporations pay next to nothing in taxes percentage wise (2-3 percent) while the middle class pay 30 percent.

      Your taxes are part of the reason our housing prices have skyrocketed. Even a small migration of expats from a state of 44 million people is massive when it hits a state of 4 million who already struggle to build enough housing.

Maybe you can access some kind of tax like this to the homeless and then hit been with penalties I'm sure that will fix the homeless problem just like asking to fix your job problem because all the businesses and income earners are going to leave.       You realize people making that firstly are taxed 10% by state and 30% by federal so reduce that….then medical costs, mortgage, insurance, etc….its VERY easy to live tightly on that. The money goes to homeless housing (socialism). Most simply are looking for a free ride and checked out of society. Some have legit hardship temporarily and help already exists.
      This is a way to make a non-stop free give funding bill. They are now trying to extend it for 25 years.
