Good guide but you don't need to do any quests, you just need to get Jarette's amity to 500. You can also do this in Heidel, she's sitting in that same room. You can't get any quests from her in Heidel (amity is tied to character, quests are tied to location), but again you don't need any quests.

I did both of these quests and it brought me to him but still no knowledge, idk what to do lol. The only quests I have for Roig Mills is the repeatable one
Jarette gives me no more quests.

I had the same problem and found out that it depends on your choices in the main quest if you get the knowledge or not. The first decision, i chosed the middle one, something with a goblin, and the next one, i chose "Silence, we are done here" what is also the middle one.
I still had to gain the 500 amity with Jarette to get the "I care about you" Quest that finally leads to Crucio in the end.
