honestly pantheon is just good against skillshot based champion who is midrange like zoe/ahri, my best advice is probaby at laning phase try to shove early for lvl 2 since zoe is rlly good at shoving lvl 1 against panth match up (take sleep lvl 2) and then just slowpush or let the wave pushing to you so you can freeze against him at the next caster minion, just try to freeze against him under tower as best as you can therefore he cannot really all in you lvl 3 cause thats when pantheon player usually try to snowball
