Well one, F1 drivers are trained professionals with a medical team and etc to help them out, so they know how to keep their cool and calm their heart rate. And having a 183 bpm isn't that high if you're regularly active, active people will also have a lower heart rate than the average person while resting too, like below 60 bpm. To find out your maximum heart rate, it's 220 minus your age. So for a 40 year old, their maximum heart is 180 bpm (220-40). He seems young, fit, and active. So his maximum heart rate would probably be around 200 bpm, plus him being very active will impact that. His resting heart rate might be around like 50-60. My friend's heart rate is around 180 as well when he plays soccer, and has a resting heart rate of 40-60. And he's very active and healthy.
I regularly hit and stay at 175+ bpm as a lower 20s fit male when doing strenuous sustained cardio. My HR also quickly decreases when I stop, if my recovery time wasn’t good I’d be worried

Bro, I had a similar experience. I’m a fast kart racer, and I was stuck behind this slow ass racer. He was NOT letting me pass, and when I tried to, he SLAMMED on the brakes and we both spun out. I got a concussion, and he got kicked out of the game.
It's not so much that he's competing with the casuals. It's maintaining your best performance with that level of skill in a lower skill environment, so he is still ready to compete when he goes up against drivers with equal or higher skill levels.
184 is perfectly fine heartbeat in these situations. I myself get to 215 during racing. Some people have a much higher limit than the normal 'maximum'. All doctors agreed it's perfectly fine.
I once had some dude who didn't focus on anything but the apex. there was one corner where I would almost get along side him, but would have to brake to avoid getting hit. I eventually got fully along side him, only for him to ram me into the inside wall, but to the guys running the track, it looked like I had gone for an impossible gap, so they limited my speed since they thought I was at fault (this was a track where the operators can electronically slow you down for collisions)
