The Office of the President has a voting correction factor in the form of the Electoral College. The Founders & others after them, created & refined this voting correction system to give voice to those who live in the rural areas. It's very unfair to seat a President by an unfair majority vote only.
Why do right-wingers say that? Three theories:
1. They don’t know that the words “democracy” and “republic” aren’t mutually exclusive;
2. “Democracy” sounds like “Democrat” (and that’s bad) while “republic” sounds like “Republican” (and that’s good); and/or:
