South Africans do not have Phds! That is the main problem! The ministers do not have Phd's and the other ministers do not have degrees in economics, engineering or finance. Nor do they have degrees in agricultural economics to run a ministry.
That's nonsense PhDs do not make you better. there are many people with those qualifications but are so stupid you'd wonder what's the use for reaching that level of education. And DA doesn't have that kind of certified people as they are almost all high school drop outs up until the blacks came in
