All foreign tourists (and if I visited there, I would be one) are being branded as vandals when it is a very small minority. And that minority should be treated harshly, like jail time if convicted. I refuse to be branded, so I will not give Kyoto my eyeballs and time. During COVID, I watched a video talking to a local man from Kyoto. The person said he was glad foreigners were not around. Without taking a breath, a second later he was crying about the lack of tourism money. Too xenophobic for me. "I love you money, I hate you".
