It's not a new thing in a long timeline context, but it is a recent change over the last few (6) years. Also, the updated version is more extensive and got a lor of media attention in Sweden too.

Dudes, fake news. Preparedness is normal in Finland, and these instructions have existed since WWII and are being updated every so often. Now i think this is mostly because one of the nuclear plants is switched off, there is freezing temperatures in most of the country and not every city person understand that electricity doesnt always necessarily come from the wall: so its smart to prepare so one is not inconvenienced.

I'm from Sweden. It has nothing to do with Ukraine being allowed to use US weapons in Russia. It is about the Russians invading an independent country and is unpredictable. So it's a way to make the population realize that war is not an impossibility. How will I take care of myself, my family, my pet and friends in the event of war.
Everyone everywhere should plan for things that could happen. No need to panic or even be anxious but just if anyone pays attention to the news at all, there are many things that can happen, even power outages can risk lives. They showed somethings in a watertight container, that is a great start. Something in a person's car is a good idea too, and keep it filled if possible, with gas, or charged. Many have died simply because they got caught in a blizzard and had no way to stay warm. There are inexpensive pads and blankets to keep warm online. You can stock up slowly just by buying an extra jar of peanut butter for example, write the date on it, and rotate!
In the US too many feel invulnerable and as surprised by bad weather. Sick of hearing ' I didn't know ' even in healthcare. People who think ahead are called preppers with eye roll. The world is crazy
Last I heard, Sweden will take lead on a large NATO force in Finland, possibly forward basing some troops, an HQ and a lot of equipment. Isn't that why both joined NATO? To get an effective framework for the two countries as well as outside support. Instead of a local defense pact with just the two.

As a millennial American this is the first time I have had to prepare for a variety of situations that involve sheltering in place/leaving my area to avoid whatever comes in January. I haven’t received any materials from state, local or federal government and just piecing together contingency plans day by day.

The last time Sweden was at war was in 1814, so the government needs to remind the citizens that crises exist and one should be prepared although nothing has happened in 200 years. In Finland the situation is a bit different as you have talked about the last battles in detail with your grandfather who was there fighting and your grandmother who ran the home front with local volunteers. And roughly half of the adult population, readers of the instructions, have received a military training. They are ready for war anyway.

As a swede, I have a couple of old versions from the early 90ies in storage somewhere -If I got the 2018 copy I probably threw it in the trash without thinking about it. They used to send them out to everyone regularly until the fall of the soviet union. I got my copy of the new edition yesterday. I remember hearing about a new edition being in the works a couple of years ago, and I was quite surprised that it has taken them this long to get it reworked printed and delivered. But "something that has been planned and in production for quite a while finally got done" does not sound as good as "PANIC!"

In reality, this public information campaign took a very long pause during the "forever peace" era after the fall of the USSR. Its revival is a fairly recent thing and posting the revised and updated editions got a lot of attention in Swedish media too. Maybe some in this comment section wish that Sweden never stopped this information campaign, and also kept the civil defense plans for evacuating cities, building bomb shelters and so on, but that is not the reality. Almost the entire civil defense was dismantled and it's only now that there's a Civil Defense Minister pushing the agenda. To sum it up: A worthy news story inside Sweden as the government ramps up defense initiatives, and a worthy international story due to it being a fairly unique thing.
The making of the updated pamphlet was public knowledge half a year ago and was covered non-stop in Swedish media until its release, so probably many are just tired of the media coverage and wonders why international media jumps on it now & not when the news were actually made. In reality, there are shelters for the entire urban population in Finland. If it is nuclear war you survive the fallout in the bunker; in the S6 class shelters deep in the bedrock you probably survive a direct hit.

Maybe some in this comment section wish that Sweden never stopped this information campaign, and also kept the civil defense plans for evacuating cities, building bomb shelters and so on, but that is not the reality. Almost the entire civil defense was dismantled and it's only now that there's a Civil Defense Minister pushing the agenda.
To sum it up: A worthy news story inside Sweden as the government ramps up defense initiatives, and a worthy international story due to it being a fairly unique thing.
The making of the updated pamphlet was public knowledge half a year ago and was covered non-stop in Swedish media until its release, so probably many are just tired of the media coverage and wonders why international media jumps on it now & not when the news were actually made. Though the knowledge of Finland & Swedens tradition of Civil defence and previous pamphlets does give some context and perspective, even though the tensions have risen since the last one in 2018. In reality, there are shelters for the entire urban population in Finland. If it is nuclear war you survive the fallout in the bunker; in the S6 class shelters deep in the bedrock you probably survive a direct hit.
