    can we generate pulses using sawtooth wave , constant and a comparator ?

      Constant and saw tooth will give you single pulse modulation output which is highly not recommended. But you can. So the answer is yes

    Close Loop system also used to transfer maximum power from source to load isn't it ??

      Yes that's one of the scenarios. But in general to establish control over the system.

      You need to design based on the requirements. I have made some assumptions and based on that I have found L and C values

      You have to design it. I have designed using Laplace transform approach
