What I came to know about your question is that ....what punishment would be applicable on that person who committed crime before the amendment .... Before amendment it was less punishemnt...now it's more punishment.... He usually gives car keys to his 9year old child just to start the car, accelerate it for some time and turn off. Reason for this practice is that battery should not get discharged. Kid doesn't drive... He just starts and stops engine after sometime. Can this be considered as violation of motor vehicle act?
