It is allowed to film everywhere in public places in Russia, they can not forbid you, they may politely ask. There were plenty of youtube videos about this restaurant on russian youtube, everything was ok. Workers are the real north koreans from the embassy maybe they have some concerns about english speaking guests🤔

I visited a North Korean restaurant in Shenyang, China, years ago. It was on a business trip with a local businessman. Apparently all staff were from the elite families of North Korea. It was considered a good fortune to be able to work in China. Or I was told. I remember the atmosphere was relaxed, but back then, camera was not a common practice, and no social media at all those days. Maybe you should try a North Korean restaurant in China too.

The problem was not the camera itself, but the fact that you are foreigner. North Koreans learned that foreigners are always painting their country and people in a bad light, so when they spot and English speaker they tense up and presume you are gonna film them in some bad way. Especially when you try to hide the camera.
I guess you could just approach them and tell what exactly you want to film and what is the goal, so they ease up a bit.

Hi, in general, I like your channel, and I think that you made very good very good reviews from whatever you travel.
However, I am very disappointed in this video, because it shows how bad you stereotype people because they come from, without trying to understand why they are staring at you.
It is not the first and only place that does not allow cameras, look into some museums for example. Also, you don't look at them like a typical customer, perhaps local Russian, and they are curious. Not necessarily suspicious or planning to kidnap you, that suck to said from your side. They are also looking at you because the place is quiet, people seem to not talk while eating, or talk softly, while you are talking on your own, by yourself, like a paranoid or mentally ill person. Since they trusted you when they requested to not use the camera and you still break their request, just because you are a blogger and you have permission over any other's rules in their private property.
Also, the way you use your chopsticks is the weirdest way to eat a meal that these ladies have ever seen, and they are just trying to guess where you are from, not because they are from evil North Koreans as you picture them.
    What a shame.
Anyway, stay well and travel safe.
