The double jeopardy rule applies if the offending player attempts to play the ball or challenge for the ball. If there's no such attempt e.g., DOGSO by pulling the shirt or grabbing him - it's a red. In this case the ball was quite far from Rodri, and IMO he wasn't attemting to get the ball, only to stop Petković. And there was a slight touch, just enough to put Petković off balance, which can be seen on his calf even from this terrible angle.

I think it was a flop for one reason. When he falls, he wraps his hands around the ball. Any player that wraps their hand around the ball after falling expects a call to be made. Most people in that situation, if the actually fell, they would put their hands flat forward to catch themselves and push back up. He wanted that pen and was fully be expecting it to be called. So he scooped up the ball on his way down just so play would be stopped.

If you look at the point of their legs getting close together you can see Petkovic calf muscle actually vibrate so there was "some" contact maybe, as the angle is terrible. Occam's razor would dictate that Rodri, in some way, caught Petkovic's trailing leg and that led to him fluffing his shot.
This feels like you've pulled a VAR you're watching it slowed down and not at full speed, it happened exceptionally quickly on the field and you see Rodri motion towards Petkovic.
Petkovic doesn't even know he's there unless he has eyes in the back of his head so somewhere there was contact.
And I mean on the balance of play this game could've easily been a draw. It's was one of those games where both teams generate 2xg but only one of them puts the chances away so on paper it looks like one team dominated.

Instant replay doesnt solve any issues. Unless you can automate it, like offsides or goal line in/out calls, it only wastes everyone's time, and we will still get upset about blown calls like this one.

Hi Zealand, normally I agree with you, but in this case, I've saw it the multiple replays, and there is one where we can see that Rodri touched croatia player. For me, the problem is what you said after, IT SHOULD BE A RED CARD, because we cannot have a more clear goal opportunity, than this... No real change on the deserved winner, but Spain was helped here, with repercussions for the next match

8:25 Never a red card. Not when penalty is given. One foul, one punishment. Yellow to the player who tackled and a penalty. Simple.

I mean... there was contact. Not a lot, but it was there. And when you're in full sprint, even a bit of contact can make you stumble. In addition, if the clear denial of a goal scoring opportunity leads to a pen, the new laws say a yellow is enough.
Ref did everything right. Even what happened after the pen was spot on.
Overall, VAR is being used pretty well in the EUROs.

It s only enough if Rodri attempts to play the ball. How on Earth was Rodri getting to the ball there? Also, Petkovic clearly trips himself regardless of any contact (which there probably was a tiny brush). And I still don’t know why the ref restarted with a free kick. If it was encroachment, wasn’t the penalty supposed to be repeated as it was a goal?

It reminds me of Raheem Sterling's dive against Denmark the previous Euros, except in that case it was even clearer there was zero contact.
Lots of hypocritical England fans now though, who attack Petkovic now but praised Sterling back then.

Ze let me explain to you why this isn't a red card. With the new rules that will go live from July 1st, for a player to receive a red card for committing a penalty the player has to not try to play the ball. In this clip, Rodri tries to play the ball by extending his leg ( obviously didn't succeed). And that's why this is a yellow. If he had grabbed, pushed or kicked Petkovic just to stop him from scoring, then a red card would be given. In the game of Germany and Scotland there was a penalty and a red card because the foul was too harsh. This rule exists because the award of a penalty as a punishment is the worst punishment and if scored has an immediate effect on the game. If a red card was given on top of a penalty that would be too big of a punishment. And this chance is implemented from the start of the EURO because it would be stupid to have it in place just for the games from July 1st onwards.

I've always been of the opinion that if you give away a penalty you can't be red carded, unless it's some egregious 2 foot leg breaker.
Like you the penalty gives you a pretty decent chance of a goal scoring opportunity as compensation. It's only outside the box when it's a red. That's what I've always understood it to be in the prem, and these were prem referees (even uk ones in var which I do think is strange). Maybe this is a myth or the rules changed, not sure.
This was 100% a dive and I'm bewildered how VAR didn't overruled, but then they were also English and they never seem to rule correctly

Bad take - the rules actually specifically state that a red card and pen combination is only for deliberate fouls in the box. Ref just judged it to be a "footballing duel" and went on with his life - you're probably right about the not touching, so Var is blind, but ref is just applying the rules as he should.
